Exposing Fraud in Minnesota Housing Support
Millions more in tax payer dollars is being lost to UNEXPOSED FRAUD. This is different than the "Housing Stabilization Services," fraud that has already been exposed. This is housing support agencies in Minnesota pocketing housing support funds meant to provide basic necessities to disabled and long term homeless clients. Operators of these agencies are becoming millionaires from depriving these clients of things like toilet paper, feminine products, laundry soap, and household items.

This agency fraudulently pockets clients housing support funds that are in excess of rent and utilities each month that is directed by the Minnesota Department of Human Services to be spent to directly benefit the client. A provider is obligated to at minimum provide the "required expenses," which include toilet paper, hand soap, feminine products, cleaning supplies, laundry supplies or services every month. Any remaining monthly housing support funds are to be spent on "allowable expenses," which include hygiene items, non-essential utilities such as Wi-Fi or streaming services, household items and more.

Neshama is not providing clients with any of these expenses every month and is pocketing several hundred dollars minimum per client per month that is intended to be spent on providing them with basic necessities. Neshama over bills for items such as they bill $120 to the housing sport funds for a $30 phone. They bill for services and expenses never provided to the client. They write off the funds in excessive rent utilities at every month to make it look like they are spent on legitimate expenses but they are actually just pocketing this money.
This is how Ryan Eckdahl made himself a millionaire. He has no other professional experience listed on his LinkedIn profile and owns at least three different homes with a value of just under a million dollars.

If a client is approved for social security disability, they are responsible for reimbursing the county for these funds in full that are not even spent on them, basically stealing a disabled persons disability benefits by charging the expenses and services never provided to the client to the monthly housing support funds that the client then had to pay back.

Refused to review evidence of fraud, failed to report financial exploitation of a vulnerable adult, retaliated against client attempting to report fraud by instead investigating client for fraud (Sent letter in mail to notify of investigation of fraudulent use of EBT card for no justifiable reason, citing too many replacement cards ordered, however first 3 replacement cards never arrived in the mail and were never activated and a replacement card had not been requested for 5 months prior to this letter being sent out directly from the Dakotah County Service center, not an auto generated letter from the OIG.)

Handy Help LLC also pockets their clients housing support funds in excess of rent and utilities, providing them with nothing. The same owners of this LLC also own a non-profit entity that uses the same address and same phone number. When you call the number listed on their 990 tax forms, there is absolutely no mention of this foundation. This foundation also has no website and no public presence. They take in over 1.2 MILLION DOLLARS IN CONTRIBUTIONS each year. They categorize themselves at being under philanthropy and grant making yet they award $0 in grants every year. They take contributions from Ramsey County and MN Budgeting. Nobody I have met that is either in the population they claim to help nor anybody I've met that works with this population has ever heard of them. They claim to do homeless outreach in Dakoyah but that is absolutely FALSE. This entity only exists on paper. The only mention of them anywhere on the internet is an article that they themselves wrote. This is a FRAUDULENT PASS THRU ENTITY.

HOW DOES THIS FRAUD WORK?
An eligible client is assigned to a housing support agency, who then located housing for them. This is usually the cheapest apartment possible, in my case it was a complex with a property manager and management company with a documented history of discriminating against vulnerable adults and nothing but over a decade of horror story reviews on Google maps. This discrimination was documented by Fox9 News due to a woman with an autistic son who had a documented emotional support animal who was being singled out targeted, harassed, property management had illegally entered her apartment and she has then been facing eviction due to her son's need for an emotional support animal. I did not find any of these things out until months after I moved in when I began experiencing unfair targeting and harassment by property management.
The agency puts the client in the least expensive apartment available, whether or not it can be considered "a stable housing situation," because the agencies are pocketing the money from the monthly housing support funds instead of using them to provide the client with basic necessities and household items. For instance: The monthly housing support grant paid to the agency on the clients behalf is $1,242.00. Currently, I have to contribute $298 towards my $900 rent leaving the agency responsible for using $602 of the monthly housing support funds to contribute towards rent. They are allowed to take $62.10 for "admin fees," despite being completely incapable of performing any administrative takes and paying rent late. My electric is the only utility not included in rent, which this month was $52.96. So $1,242 -$602-$62.10-$52.97= $524.94.
That is $524.94 In available client funds per month for 1 client that DHS states needs to be spent to directly benefit the client. The agency is obligated to provide the required expenses mentioned earlier as well as allowable expenses. I was never at any time provided with any of these things and the funds were never spent to directly benefit me.
THE EXPERIENCE OF NESHAMA HAS AT LEAST 90 CLIENTS.
If the amount of client funds is the same or similar for each client , which it generally should be, $524.94 x 90= $22,994.60 in client funds fraudulently pockets by this one agency each month. That is over $275,000 fraudulently pocketed on client funds for just one agency. all the while clients go without being able to afford basic necessities like toilet paper or a broom.
